A few years ago, Jesús Ortiz never imagined his life would change so drastically. He worked as a tour bus driver, but when the COVID-19 pandemic hit, the tourism industry collapsed—and so did his job prospects. “My life was at a standstill,” Jesús recalls. “There was no work anywhere.”

With few options in Spain, Jesús started looking beyond his country’s borders. That’s when he discovered the EURES Targeted Mobility Scheme (TMS)—a program designed to help job seekers find work in EU countries, as well as Norway and Iceland. Thanks to EURES, he secured a job with Connect Bus in Stavanger, Norway, setting the stage for a new life.

A new life in Norway: stability and security

Relocating to another country isn’t easy, but with financial and logistical support from EURES, Jesús and his family made a smooth transition to Norway. The program helped with moving costs and integration support, ensuring they could settle in without unnecessary stress.

“I never expected EURES to help me so much,” Jesús says. “They not only supported me but also my wife and daughter—both financially and logistically.”

Three years later, Jesús has no regrets. “My life has improved 100%. I have everything I need: my family, a great job, security, and stability. For the first time in years, I sleep peacefully at night.”

Participants in the program can receive personalized assistance, including:

Language course funding
Help with recognizing professional qualifications
Travel and relocation cost coverage
Career guidance and recruitment support

The program is open to all EU, Norwegian, and Icelandic citizens over 18, regardless of education level or work experience. What matters most is the motivation to work abroad!

Employers Benefit Too

EURES TMS doesn’t just help job seekers—it also supports employers who need skilled workers from abroad. This is especially valuable in industries facing workforce shortages.

That’s exactly how Connect Bus found Jesús. The company’s representative, Marit Selmer, highlights how EURES helped them recruit around 70 drivers from across Europe.

“Our company is like a mini-Europe,” says Selmer. “We offer stable employment, full-time contracts, and good working conditions.”

Small and medium-sized enterprises can even apply for funding to support the training and integration of new employees. The only requirement? Employment contracts must last at least six months for jobs or apprenticeships, and three months for internships.

Jesús is not alone

Jesús’ experience isn’t unique. EURES advisors report that more and more people, especially in countries with high unemployment, are using the program to find work abroad.

“Jesús is a perfect example of someone who struggled to find a job at home but succeeded through EURES TMS,” says Bernadette Greco, an EURES advisor from Italy.
